PROPOSED NEW AND HIGH-QUALITY HOMES FOR THE COMMUNITY OF MOSMAN

Underpinned by its foundations in the Mosman community, Prosker Property is proposing to deliver two well-designed mid-rise housing complexes at 48-50 Almora Street, Mosman and 65 Muston Street, Mosman. Prosker Property is founded by Mosman local, Tim Foote.

With long-standing ties to the Mosman community and a commitment to excellent residential design, Tim and his team are developing a proposal that provides quality options for downsizing - meeting the needs of current and future residents of Mosman.

Density done well

These proposals respond to the need for more housing in Mosman. The NSW Government’s Low and Mid-Rise Housing Policy (LMR) applies to land in Mosman zoned for low and medium residential use within 800 metres of a town centre or train station. This policy allows for greater housing diversity and density, including apartment buildings. On these sites, the maximum building height is 22 metres (around 6 storeys).

In addition, the NSW Government’s Housing State Environmental Planning Policy provides an “in-fill affordable housing” bonus. If at least 10% of the new homes are set aside as affordable housing and managed by a registered community housing provider for a minimum of 15 years, proposals can apply for up to a 30% increase in building height beyond the LMR limits.

Prosker Property’s approach is to deliver a high-quality outcome that meets a demonstrated need for downsizing. Led by a local with deep roots in the community, the proposals reflect a genuine understanding of Mosman’s future needs.

Tim Foote has 25 years’ experience in Mosman real estate, including 20 years as the Principal of Belle Property Mosman. He has also recently delivered the Redan Lane apartments, which have been very popular with local downsizers, selling out quickly in the pre-construction stage.

Sydney is experiencing a widespread housing shortage, and well-designed mid-rise development plays an important role in helping to meet growing demand.

In February 2025, the NSW Government introduced Low and Mid-Rise Housing reforms to the State Environmental Planning Policy (Housing), aiming to deliver up to 112,000 well located homes across NSW over the next five years.

As a result of this amendment, both the Almora and Muston Street sites can deliver more homes locally.

Between 2021 and 2036 the number of residents living in Mosman who will be aged 65 and older is set to grow by close to 3,000. 


As the proportion of people aged over 65 in Mosman continues to grow, so too will the demand for adaptable, accessible and low-maintenance housing.


Prosker Property’s proposals recognise that Mosman locals want to age in their community without compromising on lifestyle quality and access to local amenity. The proposals for Almora and Muston Street respond to the demand for well-appointed, high-quality downsizing options, that provide adaptable, accessible and low-maintenance housing where people can ‘age in place’. 


Importantly, by increasing the overall supply of diverse market housing in Mosman, the proposals also help ease housing pressures in neighbouring suburbs. This broader supply response supports a mix of current and future residents, helping to maintain community diversity and ensuring long-standing locals can continue to live in Mosman. Tim Foote and his team are creating homes that keep the Mosman community connected, so there is no need to move away to downsize.


This also enables homes to be made available to the market, freeing up existing housing.

With the median rental prices in Mosman sit at $1,300 per week for a 3-bedroom unit, Mosman remains one of Sydney’s most exclusive and least affordable suburbs.


The inclusion of three affordable rental homes on in both proposals is a first step to providing much-needed affordable housing in Mosman. 

These homes will provide options for people on moderate incomes, many of whom provide essential services like teachers, nurses, childcare, and transport workers. These essential workers support the daily life of the Mosman community.

Mosman’s proximity to major education and health facilities, including Royal North Shore Hospital, transport, and several local schools, makes Mosman a well-placed area for essential workers to live.
